When building a city in Frostpunk 2, crime will happen whenever you’re unable to manage the conditions in your city while running it as a Steward.
There are multiple factors that affect the crime rate and can often lead to the game ending in case you fail to address the situation.

How to reduce crime in Frostpunk 2
There are multiple ways to reduce crime in Frostpunk 2 and they are as follows:
- Construct prisons and watchtowers
- Solve Goods scarcity
- Research ideas

Constructing prisons and watchtowers
Before you can construct prisons and watchtowers, you’ll need to first expand the Housing District. Once you’ve got enough space, head to the Ideas tab and research watchtowers and then prisons.
There are three subtypes of these buildings that you can unlock:
- Watchtowers: Surveillance Watchtower, Patrol Watchtower, and Watchtower.
- Prisons: Thought-Correction Prison, Punitive Prison, and Isolation Prison.
Solve Goods scarcity
Goods scarcity is a real problem in Frostpunk 2, and if you don’t address it early on, then you’ll have a tough time during the later stages of the game.
Focus on upgrading your Industrial Districts to increase the production of Goods. Alternatively, you can also pass relevant laws associated with Goods production. Laws like Durable Goods and Paid Essentials can help.
You can also consider constructing factories to help reduce Goods scarcity, but be careful to not build too many at the same time, because you’ll have to deal with pollution too.

Research
Some ideas like Dutiful Youth can be extremely helpful when it comes to reducing crime in Frostpunk 2. If you research this idea then young adults of your city will participate in volunteering activities and will be mentored by elders.
Apart from this, there’s a tab called Society, under the Ideas branch. Make sure to carefully explore everything that’s on offer.
