You will obtain Shape Stabilizers by completing missions and challenges in The First Descendant. They have a very low percentage of dropping and you can hover the cursor over a mission to spot the Stabilizer it drops and the drop chance that you will have of acquiring it. 

To target farm the Stabilizer that you want, we suggest that you play the mission on Hard as it will improve its drop rate. So once you have completed every mission in an available area, switch it to hard. 

Then keep grinding the mission that carries that specific Stabilizer. Keep restarting it till you get the item.

How to use Shape Stabilizers in The First Descendant

Shape Stabilizers come into play when you want to increase the drop chance of a particular item from an Amorphous Material. Amorphous Materials are rare drops that you get by completing missions and killing enemies.

You get to open them after beating a Colossi and if you have a Shape Stabilizer that is compatible with the Amorphous Material, you will be able to increase the drop rates of certain items.
