The weapon’s unique ability is triggered when you shoot an enemy’s weak point with it, so your primary focus will be to increase the weak point damage and the the critical hit rate of the weapon.

Since the weapon is more of a support weapon than a DPS weapon, the best Descendant to pair it up with is Jayber. Although you can use it with any Descendant you choose, it won’t be as efficient as it is with the one mentioned.
