To be able to unlock the Nahobeeho Special Fusion you will have to complete the “Wannabee-ho Nahobino” side quest. This occurs much later in the narrative when you have reached Da’at Taito.
You should be close to level 60 at this point and once you reach Ueno head to the northeast section of the map where you will spot a Side Quest page icon. There will likely be two icons in the location, one will be for the Nahobeeho and the other will be for Demeter, that is if you have completed her quests so far.
You will find the Nahobeeho in a ruined building near a flying Fafnir. Interact with it to start the side quest.
How to complete “Wannabee-ho Nahobino” in Shin Megami Tensei 5 Vengeance
The quest is rather simple. The Nahobeeho will ask you to help him improve his demon negotiation skills.
To do that you will need to take control of it and then talk to every single demon in the area. It doesn’t matter which dialogue options you choose for the quest as the result will be the same.
All the demons will reject the Nahobeeho and he will not be able to recruit anyone to his party.
Before the quest ends you will get a choice to ask him to join you. You will then unlock him as a Quest Navigator while unlocking his Special Fusion.
