While you’re not required to join the Mages Guild to learn these spells, you’ll have to join them to get your hands on the more advanced variants.

Despite being a rare school of magic, some of the most common places to get these Mysticism spells are purchasing them from Mages Guild spellcasters in major cities across Cyrodiil.
Alternatively, Great chapel priests at every major city also stock up on these spells, so be sure to visit them. However, if you’re looking for the highest level of these spells, it’s best if you visit the Arcane University.

Though it can be effective, it’ll lock you out of achievements, and will also ruin the experience for you because chasing these spells is a part of the gameplay loop.
Mysticism spells can come in handy for every build in the game, so you don’t necessarily need to be a spellcaster to wield this school of magic. You can use them even if you’re running a bow build or a dual wielding build in The Elder Scrolls Oblivion Remastered.
