We have seen how there is a power struggle going on in Deadlock’s New York. The underground street gangs, the rich corporations, as well as supernatural beings, are taking part in the ritual in order to stamp their authority.
And while you have the run-of-the-mill villains looking to gain favor with the Patrons, you also have those who are trying to put a stop to the entire thing before things get out of hand. These are characters who are all about upholding the local law and taking down the Patrons.
However, there is a third party involved in this tug of war who is sanctioned by the Government itself, because why would they also not want a piece of the cake? This is exactly where the OSIC comes in, which stands for the Occult Security and Investigation Commission.

Inspired by Comic Books and real-world organizations
They are as secretive as the real-world CIA. But that’s where the similarities end, as the OSIC deals with threats of a larger and more supernatural scale, which local cops may not be able to handle alone.
We already know that Deadlock is inspired by a lot of popular media, especially comics like Hellboy. OSIC further weighs in on that influence, as it is very similar to the Bureau for Paranormal Research and Defense from those comics.
Whenever a threat is identified, the OSIC deploys a sandman to deal with the situation. So far, we have only come across one such agent in Deadlock, and that is Haze. She is the government’s representative in the ritual and the only one whose wishes are completely unknown.

No one knows about Haze’s motives
Haze at first glance may sound like a woman of principles who will see through her duties, but she often admits that the OSIC is not a morally clean organization. This is why the Patrons can tempt Haze into giving up her role as a Sandman.
She cares for people, especially children, which is revealed through her interactions with Rem, who considers Haze his mom, despite her assuring him that she is not.

Fun fact about Haze is that she is constantly trying to recruit people for the OSIC, and some of the characters she thinks would be perfect candidates include Abrams, Graves, and Vindicta.
