This is a free application that can be accessed from either Steam or the official website. While it does appear to be deceptively simplistic (at first glance), Live3D has a ton of additional options that don’t overbear on the user, making it easy to use and understand.
It’s also one of the most popular free VTuber assets available on the internet, and has a ton of community driven support projects to back it up. This makes it one of the better options in this list.
VRoid Studio
VRoid Studio is also one of the free VTuber apps available to download for PCs. It also has a Steam port, and comes equipped with a macOS version as well. It’s one of the better featured apps out there, and has a ton of customizations available for your avatars.
VTube Studio
VTube Studio is a free app available on Steam. As the name implies, this particular app has all you need to create your very first Live2D model, complete with a series of expressions and gestures to go along with it.
The software is quite capable, but it does come with a watermark in the free version. Thankfully, it is possible to remove it entirely by completing a modest, one time purchase.
