When you start the narrative in Elder Scrolls IV Oblivion Remastered, you will eventually reach a Skills selection screen while making your way out of the dungeon. Here you will find a total of 21 skills, out of which 7 will be considered Major Skills while the other 14 will be made Minor Skills for your character.

What is the difference between Major and Minor skills in Elder Scrolls IV Oblivion Remastered?
Major and Minor Skills for your character will be fixed from the get-go based on the class that you are going for. However, custom characters will get to select their own Major and Minor skills at the start, before they are set.
Now, when you reach the class select screen, you will get to pick 7 out of 21 skills as your Major, while the remaining 14 become your Minor.
The Major Classes have two main properties:
- All 7 Major Skills will increase and level up much faster than Minor Skills.
- Your character level increases when leveling your Major Skills
To put it plainly, your Major Skills need 60% of the total experience required to level up a skill, which is a Minor. This makes it much easier to level the skills that you are focusing on, and you will not be required to keep grinding out the content that directly levels them.
Moreover, Class Specialization will play a key role and make this leveling process even faster. So, if you have a Specialization in Melee Combat, Magic, etc, you will be able to bring down the XP requirement for the related Major Skill down to 45% of that of a Minor Skill.
So if you are going for a more tanky melee build, like a Barbarian, then putting the Armorer skill as a Major will help you out considerably.

Major and Minor Skill System differences between Elder Scrolls IV Oblivion Original and Remastered
In the original Elder Scrolls IV Oblivion, the Major system was implemented in such a way that when you would sleep to level up your character, the game would automatically scale the enemies around you. So while gaining more levels on the Major Skills was easy, the game would have gotten extremely difficult very fast.
This system often forced many players to keep their most important skills as Minor Skills. These skills would take a lot of time to level up, allowing one to have a much easier time with progression, as the enemies will not scale quite as often.
Fortunately, this system has been tinkered with in the Oblivion Remaster. Enemy scaling based on your levels has been toned down considerably, and there is a natural and more organic progression when it comes to the difficulty spike.
However, this system will also be directly linked to the difficulty setting that you are going for to begin with.
