Deadlock’s Rat King is a very serious monarch with a pretty lofty ambition that took him all the way to the streets of the Cursed Apple and into the Summoning Ritual. His main objective is to establish the Sovereign nation of Ratannia which is why he is looking to take complete control of Long Island.
And while the King of the New York Warrens is confident in his own abilities to set up his monarchy, he does not want to leave anything to chance. So this brings him to the summoning ritual, with the sole motive of creating a rat utopia where his subjects can roam free and not be constantly afraid of pest control vans.
In-game, we can see just how loved the Rat King is by his subjects. He brings a hundred of his closest friends to the ritual, and they each play a crucial role when helping their monarch.

The Rat King remembers all his Subjects
From loading his guns to shredding enemy bullet resistance, his helpers are capable of a lot of things. There are over three million subjects that he rules over, and according to the New York Oracle, attempts to solve the rat problem with magic backfired and it only made them stronger and smarter.
However, the Rat King considers his subjects to be idiots, but he cares deeply for them. You get an example of this when he uses the Rat Swarm ability, where he names each one of his many followers. He can also be seen shouting out names of families and gangs like the Jasper Cousins, Silver Bullet Crew, Scarlito Sisters, and more.

The Rat King’s fascination with Long Island is also apparent in his accent. He constantly calls people “crumbums” and he loathes humans, especially those who like cats.
The Rat King keeps claiming Ivy as one of his Subjects
He has a deep seated contempt for authority other than his own, and this includes cops, vampires, Fairfax Industries, priests, rival criminal organizations, and smart people in general.

Some fun facts: The Rat King considers Ivy as one of his people. He calls her a “rat with wings” who is only pretending to be with the Arroyos. He has an ongoing rivalry with Mo and Krill and believes that they have lost their chance to become his subjects. Moreover, the Rat King also has a deal with Seven, the details of which are not yet known. But many speculate that the monarch allowed the wanted criminal to hide in the sewers after his escape from Lost Whisper.
